English Learners in the ESSA
This session will provide an overview of Title III, Part A State formula grants, as well as key sections of Title I, Part A pertaining to English learners (Els) based on recently-released guidance documents. The session will discuss the unique needs of Els, the heterogeneity of this subgroup, and the movement of several key provisions to Title I, Part A.

Millie Bentley-Memon has worked as an Education Program Specialist at the U.S. Department of Education for more than 15 years. During this time, she has worked with grants to States, LEAs, and other organizations and also provided expertise on English learner education. Prior to joining ED, she worked for more than 10 years as a teacher and administrator working with English learners in grades PK-16 in the U.S. and overseas. She earned a Ph.D. in Education Policy from the University of Maryland and MA from the American University in Cairo. She and her husband live in Maryland where they have three children enrolled in public schools.
Leslie Clithero works in the US Department of Education’s Office of Special Education Programs, supporting States to ensure successful implementation of the Individuals with Disabilities Education Act. She brings to this role experience in implementing the Elementary and Secondary Education Act, having previously worked in the Department’s Office of Elementary and Secondary Education. Leslie holds a B.A. from the University of California, Santa Barbara; an M.Ed. from Arizona State University; and a J.D. from the University of California, Davis.
Roberta Miceli is a Deputy Director for the Office of State Support at the United States Department of Education (ED). In her role at ED, she is responsible for supporting states in implementing the Elementary and Secondary Education Act. Prior to coming to ED, Roberta held leadership positions with a small woman – and minority-owned educational consulting business; the Virginia Department of Education; the Department of Defense Education Activity; and local school districts.
