ESSA & IDEA: Working Together to Improve Outcomes for all Students
School systems across the nation are working to prepare diverse learners for success both in the classroom and after graduation. Leveraging resources and coordinating support across programs at the state, district, and school levels is

 a key strategy to effectively improve outcomes to meet the needs of all students. Passage of the ESSA creates new opportunities to implement such coordinated efforts. During this interactive session participants will have the opportunity to reflect on local

 practices and hear about: (1) Provisions in the Every Student Succeeds Act and the Individuals with Disabilities Education Act that support the needs of all students, and (2) State examples of system alignment efforts across federal programs.

Patrick Rooney

Patrick Rooney is the Deputy Director of the Office of State Support, which provides support to States as they administer implementation of grant programs including ESEA Title I, II, & III, SIG, ESEA Flexibility, and RTT.

Christine Pilgrim

Christine Pilgrim is an Education Program Specialist in the Office of Special Education Programs (OSEP) at the U.S. Department of Education (ED).  She serves as a facilitator of collaboration with other offices within the agency to ensure alignment between OSEP’s Results-Driven Accountability and key ED initiatives.

Faatimah Muhammad

Faatimah is a Group Leader in the U.S. Department of Education’s Office of State Support.  Previously she worked as an Instructional Systems Specialist and Acting Supervisor at the Department of Defense where she managed and coordinated the student services and special education branch. Faatimah has held various positions at DeKalb County Public Schools, including building-level Assistant Principal, instructor, and science coordinator.

Leslie Clithero

Leslie Clithero works in the US Department of Education’s Office of Special Education Programs, supporting States to ensure successful implementation of the Individuals with Disabilities Education Act.  She brings to this role experience in implementing the Elementary and Secondary Education Act, having previously worked in the Department’s Office of Elementary and Secondary Education.  Leslie holds a B.A. from the University of California, Santa Barbara; an M.Ed. from Arizona State University; and a J.D. from the University of California, Davis.
