Highlights from May 7th budget release
US ED Highlights of the 2010 budget for elementary and secondary education programs include:

$500 million for a new program of Title I Early Childhood Grants, which would encourage LEAs to use a portion of the unprecedented increase in Title I Grants to LEAs to start or expand Title I preschool programs.

$300 million for the new Early Learning Challenge Fund, a central component of the President's Zero-to-Five initiative, to provide grants to SEAs for the development of State plans and infrastructure to raise the quality of publicly funded early learning programs.
NASTID Policy Paper
During the Fall of 2008, the National Association of State Title I Directors crafted a set of recommendations to improve the education of disadvantaged children. In this report, the Association recommends that the Congress and Administration first look strategically at what needs to be done to improve what we do to help schools reach children who are low-performing and living in high poverty areas. Attached please find the brief report and set of recommendations. As the government moves to the reauthoriation of the Elementary and Secondary Education Act (NCLB) we will be making specific recommendations directly related to the statute.
